Question "I am looking for a software add-in to Outlook
Express to automate signaling SPAM to the abuse departments
of the responsible Internet Service Providers."
Short answer: If you find one, don't use it.
(Slightly) longer answer: The vast majority of the SPAM messages
do not come from the visible origin. It is often impossible
to know where they come from, and when the origin can be determined
it is identified in a zombie PC (infected with a virus specialized
in SPAM dissemination).
Taking this into account, complaining to the ISP abuse department
is 99% useless since the apparently involved ISP is not even
in the loop. This is so much so that most FAI no longer even
read those complaints -except when they become statstically
significant of something very unusual.
If you had such a tool, it would probably send 99% of useless
email (knowing that most current evaluations show that SPAM
is 90% of the world email, the cure would probably
only worsen the global problem).

Help Departments of ISP
It's become common to find some providers offering a specific line
to help their users in the process of eliminating spam mail. Here
is a list of those I know of.
As much as you can, I suggest that you prefer using one of these
ISP rather than any of the "blacklisted" ones when looking for your
own point of access to the Internet.
Don't forget to use them when you need help for a SPAM event coming
out of their domain. But remember to be polite and positive, they
are suffering from SPAM as much as you do. And they can be powerful
help, too.

A major service to help complaining to the right people
The Abuse.Net server will direct your complaints to the right address
(as far as they know, of course) in domains. For this you just have
to send your mail to domain.name@abuse.net and it will be directed
to the appropriate postmaster@domain.name or spam@domain.name (or
any other good address for that prupose).
You have to first register by sending an empty message to Abuse.Net
and replying as told in the instructions you will receive (to get
registered at Abuse.Net).
It's so great that I may leave the above list empty in the future.
Other compaint lines
To report Pyramidal-Make-Money-Fast (and chain letters) schemes
of junk e-mail (strictly illegal in the US) mail to the
US Postal Service (USPS) or USPS
help for mail frauds or possibly to the
Federal Trade Commission.
MMF (Make Money Fast) reports to the IRS could go to the IRS, but
I no longer have a valid Email address there. For your information,
the widely-dispatched abuse1040@irs.gov is a phony address and you
can get nothing more than an error message from it.
To report Stock Exchange-based frauds, mail to the
Stock Exchange Commission (SEC). They will be able to help lock
the guys down when it relates to Stock Exchange fraud (including
stock price manipulation).
To report frauds to the Federal Trade Commission, mail to the
FTC against UCE for plain UCE or the
FTC against pyramidals for Pyramid mail schemes.
To report frauds in relation with its domain of operation, mail
to the Food and Drug Administration
(FDA). For specific SPAMs that are pushing some products that
may not be properly registered in the US by the FDA.
To report frauds in relation with software piracy, mail to Microsoft
or to the BSA (Business Software
Alliance).
